April 8, 2026 General Description and Classification Standards:
Duties include but are not limited to: reports directly to
Emergency Management Executive leadership, directs the daily
operations of the Airport Operations Center (AOC). Selects, trains,
schedules, and monitors 911 staff through supervisors, and support
staff to ensure accurate and timely response by police, fire,
operations and other response personnel. Develops and ensures
proper policies and procedures for dispatch operations are followed
consistently. Maintains relationships with operations management in
Police, Fire, and emergency service agencies and other 911
operations in other jurisdictions. Supervision Received: Direction
received is very general and focuses on organization objectives and
quality-, short- and long-term operating objectives, managerial
effectiveness; is typically collaborative in nature.
Responsibilities Essential Duties and Responsibilities: These are
typical responsibilities for this position and should not be
construed as exclusive or all inclusive. May perform other duties
as assigned. · Directs the daily operations of the AOC. · Provides
leadership and coaching to supervisory management and lead worker
employees. · Ensures that proper procedures are established with
each emergency service and that procedures are followed
consistently. · Maintains close relationships with operations
management in the Police, Fire, Operations, Security, Maintenance,
other emergency service agencies and with other 911 operations in
other jurisdictions. · Proposes changes in policies, procedures,
and systems as needed to meet service requirements and improve
quality and responsiveness. · Research incidents and prepares
reports of findings as necessary or by request from Emergency
Management Executive Leadership. · Ensures staffing and service
level requirements are met through supervisors and support staff. ·
Approves and ensures payroll is complete in a timely and accurate
manner. Decision Making: Establishes work schedules, training
methods, and operating practices within the limitations of
department policy and industry best practices. Collaborates policy
changes with department and stakeholder agencies. Leadership
Provided: The AOC Manager provides guidance to Supervisors in the
overall management of the Airport Operations Center. Guidance
should typically be general in nature and focus on the objectives,
end results, and policies. Knowledge, Skills, & Abilities: This is
a partial listing of necessary knowledge, skills, and abilities
required to perform the job successfully. This is not an exhaustive
list. In-depth knowledge of emergency response processes and
resources; extensive knowledge of 911 emergency communications
operations; familiarity with police, fire, airport operations, and
other public safety operations, particularly as it relates to
emergency response. Forward-thinking leadership and motivational
skills. Skills in identifying operating issues and developing
long-term resolutions. Exceptional oral and written communications
skills. Skills in coordinating, managing, and directing employees.
Ability to plan and manage operations of a 911 call center.
Exceptional ability to build relationships with internal and
external constituents/partners. Qualifications Minimum
Qualifications – Education and Experience: Bachelor’s degree in any
field. Minimum of 5 years of experience in 911 call center
operations. 3-5 years of leadership or supervisory experience in a
911 operations center or equivalent. Preferred Education and
Experience: Bachelor’s degree in law enforcement, criminal justice,
business, public administration, or related area. 8 or more years
of experience in a 911 operations center or equivalent. 5 or more
years of leadership experience as a manager or operations head in a
911 operations center or equivalent. EMD and GA POST Communications
Officer certified. Licensures and Certifications: POST
Communications Officer Certification, POST Instructor Certification
